Leonard Williamson

Leonard has spent more than 30 years practicing law with much of that time focused on the legal rights of Oregon gun owners, firearms businesses, and firearms manufactures.  As the founder of Oregon 2A Lawyers, he has handled over 2,000 cases across virtually every dimension of Oregon and federal firearms law - from restoring client's rights to own a firearm after a past conviction, to filing suit in Federal Court to block the implementation of Measure 114 and HB 2005 on behalf of Oregon gun owners.  That combination — individual client work and landmark litigation — reflects the full scope of what Leonard does. He represents the gun owner who was denied at the counter when he tried to buy a rifle. He represents the concealed carry applicant whose sheriff wrongly denied a license. He represents the person charged with a crime after defending his family. And he represents the FFL dealer whose license is under threat from the ATF, and the ammunition manufacturer disputing an excise tax assessment with the Treasury Department.

Biography

Leonard W. Williamson has been a licensed Oregon attorney since 1991. He began his career as a Deputy District Attorney in Tillamook County, where he prosecuted criminal felonies and tried cases through every stage — Grand Jury, motions, jury trials, and sentencing. He then spent three years at the Oregon Department of Public Safety Standards and Training, teaching law enforcement officers the law of deadly and non-deadly use of force, firearms, and search and seizure. He went on to spend nearly a decade as a trial attorney and manager at the Oregon Department of Justice, litigating civil rights and tort cases involving excessive use of force claims in state and federal court, before serving as Inspector General of the Oregon Department of Corrections.

That career — criminal prosecutor, use-of-force trainer, state trial attorney, law enforcement executive — is what he brings to a private practice dedicated entirely to firearms law. When Leonard defends a client charged after a self-defense shooting, he is not learning use-of-force law for the first time. When he challenges an ATF license revocation or a Treasury Department excise tax assessment, he has spent decades in administrative and federal court proceedings.


Oregon 2A Lawyers handles firearm purchase denials and NICS appeals, concealed handgun license (CHL) denial appeals under ORS 166.293, gun rights restoration under ORS 166.274, expungements (set-asides) and felony reductions, self-defense representation, and NFA gun trusts. For firearms businesses, Leonard provides ATF FFL license revocation defense, Firearms and Ammunition Excise Tax (FAET) defense before the Treasury Department’s TTB, and ongoing general counsel to firearms retailers and shooting schools. He filed suit in Federal Court to block Measure 114 and HB 2005.


He holds a J.D. from the University of Oregon School of Law and is certified by the NRA as a pistol instructor, rifle instructor, home firearms safety instructor, and range officer. He is a member of the Oregon State Bar (OSB #91002) and has handled more than 2,000 cases with a 96% client satisfaction rate and 26 five-star Avvo ratings.
